How Trail Sound Limits Are Tested, and Why an Aftermarket Exhaust Can Fail

Sound is the reason most often given for closing a trail to motorized use, and it is the equipment rule most likely to be checked at a trailhead. Land managers and state OHV programs set a maximum sound level for machines on their trails, and enforce it with a meter. The number differs by state, by agency and sometimes by trail, so this piece does not print one. Confirm with the managing agency before you go. What is consistent is the method.
The standard most agencies reference is a stationary test. The machine is held at a set engine speed, a fraction of its rated maximum, and a sound meter is placed a fixed distance from the exhaust outlet at a fixed angle and height. The reading is taken over a short period and compared to the limit. It is a stationary test because it can be done in a parking area with the machine on its wheels, and because it is repeatable in a way that a pass-by test on a trail is not.
The engine speed matters. Testing at a fraction of maximum rather than at full throttle means the reading depends on the exhaust's behavior at moderate revs, which is where a machine spends most of a trail ride. A tachometer is used where the machine has one; otherwise the tester uses a pickup on the ignition. Owners sometimes assume the test is done at idle, and are surprised when a pipe that seems quiet at idle reads well over the limit at test speed.
Meter placement is the other variable. The distance and angle are specified so that the exhaust outlet, not the intake or the engine, dominates the reading. Multiple outlets are measured individually. The meter's own settings, its weighting and response speed, are specified too. A reading taken with a phone app at a different distance is not the test, and will not match. Enforcement officers carry calibrated meters and are trained on the procedure.
Manufacturers build stock exhausts to pass the common limits with a margin, and a machine on this site's vehicle list in stock form will generally pass a trailhead check anywhere. The trouble starts with aftermarket systems. Many are sold for closed-course or competition use and say so in the fine print. Some are designed to meet a particular state's limit and not a stricter one. A slip-on that is legal at home may fail at a destination.
Spark arresters are checked alongside sound on most federal land. A Forest Service approved arrester is required on trails in many national forests regardless of sound, and an aftermarket exhaust that removes it fails on that count even if the noise is fine. Both checks are typically done together and both are equipment violations under state OHV law.
Wear changes the reading too. Packing in a muffler degrades, baffles loosen, and a machine that passed when new can drift over the limit. Repacking a muffler is a maintenance item that manufacturers list at an interval; the interval and the procedure are in your service manual. A machine that is close to the limit on a fresh test has less room for that drift than the stock number suggests.
For a rider heading to an area known for sound enforcement, the practical step is to get a reading done on the same procedure before you go. Many dealers, clubs and OHV program events offer sound testing, and some trail systems have a check station on the way in. Knowing your number lets you compare it to the destination's limit rather than guessing. The limit itself, and whether it is enforced on the day, is a question for the managing agency.
